War-ravaged Syria has called for the United Nations and its members to help with rescue efforts, health services, shelter and food aid.
Both government-held territory and the last opposition-held enclave were damaged by Monday's quake.
The death toll rose to more than 9,500 on Wednesday, making it the deadliest temblor in more than a decade.
Turkey’s disaster management agency said the country’s death toll had risen to 7,108, bringing the overall total to 9,638, including fatalities reported in neighbouring Syria.
